When change apple ID does it automatically update App Developer account, like admin roles etc.?

If you switch to a different Apple ID, your developer membership and roles will not follow.

Within the same Apple ID, the developer roles are maintained across most changes to the Apple ID—short of Apple ID deletion or such, and a deactivated Apple ID will deactivate ~everything.

Changing the email address associated with an Apple ID should not effect anything else:

I would review your trusted telephone numbers, your recovery contact(s), recovery email address(es), and related account details, before changing the email address associated with the Apple ID. This to ease recover, on the unlikely possibility that something might go wrong with the change.

I would expect to need to sign out of the Apple ID and back in.
