iCloud Plans are Only Available Monthly:

Yes. For iCloud+ Plans, yes, monthly is the only way you can by charged. Apple does not offer any other plans, as of this reply.

  3. As it Reads: "You can upgrade to iCloud+ from your iPhone, iPad, iPod touch, Mac, or PC. After you upgrade, you'll be billed monthly."

When you subscribe for iCloud Storage, you rent the storage. You have to pay for monthly, while you are using it, you cannot purchase it by paying just once. And subscribing for iCloud Storage will not increase the storage on your iPhone, you will just have additional storage in iCloud, not necessarily on your device.

You can save storage on your device by allowing apps to store the documents and data in iCloud instead of on your device. Use iCloud Drive for documents and iCloud Photos for Photos, in combination with "Optimize iPhone Storage" in the Settings > AppleID > iCloud.

For future reference...

Properly Downgrading iCloud:

1. Download All of iCloud, First:

Prior to downgrading, download all of iCloud. That way you do not lose any data, once downgrading.. Use my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

2. Downgrade your iCloud Plan:

If you want to get less storage in iCloud, downgrading your iCloud plan is the way to go. Note that this has a monthly fee. Here is the link to user: iCloud+ Plans and Pricing - Apple Support. Note that this service is not available in all countries/regions.
