I bought used Apple pencil gen 1 for drawing, it connects and works perfectly most of the time, but sometimes it starts lagging? Like, IPad stops “seeing” when I touch the screen with my Apple pencil. It completely ignores it or ignores some of touches frequently. Tried changing tips, reconnecting pencil to iPad, upgrading iPad OS…. What could it be

Those were all great steps in trying to resolve the issue you're having with your Apple Pencil. You do mention changing tips, but did you also check to make sure the tip isn't loose? In the "Learn more" section, we found "If your Apple Pencil isn't drawing as expected, make sure that its tip isn't loose. If it is, twist it to the right to tighten it" here: Use Apple Pencil with your iPad - Apple Support
If that's not the case, do you have another iPad you can test the pencil with? This will help to further narrow it down to know if there's something going on with your iPad or the Apple Pencil.
