Why don’t I have any storage if I have over 300 iCloud storage

so basically for my device storage I have 31.1/32 GB used but for my iCloud storage I have 378.1 GB / 2 TB ,my question if why can’t I received pictures or videos,take pictures or video,can’t send stuff ,and it says I have no storage. I want to know why I don’t have storage and how to get it

"Use recommendations to optimize storage

In the Storage section of Settings, your device might offer recommendations for optimizing your storage. To optimize your storage:

  1. Tap Show All to see the recommendations for your device.
  2. Read the description of each recommendation, then tap Enable to turn it on or tap the recommendation to review the contents you can delete."
