Can't create a new folder

Something has changed on the Catalina 10.15.07 operating system such that I cannot create a new folder. That option on the File drop down menu is greyed out. This is not the case if I point to an external hard drive - only the internal drive - details of that drive follow (not sure why the "Writable" parameter is set to No.)

It's working properly. People aren't supposed to modify the top level of the startup volume directly, but only their home folder, and for administrators, the Applications folder.
