It's unclear from your post if that update to the new iPad occurred as part of the migration of data or if the device is already set up.
If you have not completed the initial set up process yet, continue to follow the on screen prompts and steps as outlined in Use Quick Start to transfer data to a new iPhone or iPad.
If that process is finished, you may sync data using iCloud or a computer but to return to the setup phase you describe would require erasing the iPad back to factory default settings and starting over. If that is preferable see How to factory reset your iPhone, iPad, or iPod touch for the process and note anything not backed up on the iPad currently will be permanently lost.
