There is a problem with my iPad (your apple id is not active) I live in Pakistan and there is no official Apple Store here and I cannot call Apple helpline because our network takes too much money.

If your Apple ID is inactive, then you'd need to contact Apple Support directly: Get Support Or find the contact details for most regions here: Contact Apple for support and service Contact a neighboring region, if there isn't contact information available for your region. If needed, you can borrow a family member's or friend's device. Keep in mind, charges may apply.
Only Apple can resolve this issue with you.
