Developing IOS software remotely on a Mac Mini

I am thinking of buying some Mac Minis to allow my students to develop IOS applications remotely by logging into my machines. Is this possible?

Windows App (Remote Desktop) Add a Mac? I am using the Windows App (Previously Remote Desktop App) on my iPad Pro (m4). I can use this app to access my Windows PC from my iPad and it works flawlessly, its such an amazing experience, you would forget that you are even using the iPad at all. My hope is for that very same experience when I use a remote desktop app or service for iOS. So far I am unimpressed with all of them, Google Remote Desktop (Good luck finding an app in the Apple Store) does not appear to be a viable option, RVNC Viewer also did not work out so well, and JUMP which seems to be the consensus best choice on must subs online... It would be amazing if I could just use a single app (Ideally, Windows App) that works as beautifully as the Windows App does. Is this at all possible?

install xcode on a remote mac mini server I have a mac mini server and would like to use it for building iOS application for CI/CD. I do not see browser to login and then download it from the Apple developer portal or I do not see App Store on the mac mini. Please guide how to install in this scenario. Thank you
