If he does have a family subscription, then he needs to make sure purchase sharing is turned on and that you have been added to the Family Sharing group. The links below should help with that:

Aside from update to 17 we have tried it all . I have 16something for the version of my update
Thank you it updated but to a different version of 16 and it shows my son is sharing with me but doesn’t connect
