Contact file on non-cellular ipad mini 4 is backed up & accurate. Same contact file on iphone SE9 II is missing 2/3s of file; and that is the file now saved to iCloud. How, what, & why? And how to transfer correct ipad file to 15 Pro?

You can choose to store your contacts locally, or with iCloud, or with other services.
Check where your particular contacts are stored:
Use other contact accounts on iPad - Apple Support
Also confirm the same Apple ID is being used.
And when iCloud is used to store Contacts, the Contacts info is not stored (again) in iCloud backups of your iPad, as it is already stored in iCloud.
