My husband is using my old iPhone. His number is different from before. I have tried recovery and changed the password but it hasn’t worked. I can’t verify because the phone number has changed. It won’t let me change the phone number.

Based on what you've told us it sounds like you need help getting a verfication code and updating your Apple ID information. If you can't get a verifcation code with a trusted phone number, you may be able to get one on a trusted device in Settings. If you're not able to get a verification code or sign in, you can try to use account recovery to regain access to your account.
