Could Notes App to PDF be more difficult or non-intuitive?
Just want to scan a 2 page document with iPhone and have a PDF. And that simple task is amazingly difficult. "Text" must be included, says the Apple website.

You need not include text.
Open notes
(create a new note if you wish)
Tap the camera. Complete the scan and save the document.
Then tap the document followed by the share icon (box with the arrow in the upper right)
You can export the pdf wherever you would like

Oddly enough on my iPhone 14 with iOS 17.0.3 there is no "save to files' option under "share". So the only practical option is to email to yourself, then save the PDF and resend to whoever you wanted to send it to. Very very very complicated.
Your solution works on iOS, but not in Sonoma. That's unfortunate, but it's better than nothing.
Before Sonoma, one could get the PDFs created in Notes with an iPhone OUT of Notes and have a PORTABLE PDF. You know: like it says on the tin.
But we seem to have lost the P. I can't get PDFs easily out of Notes (must use iOS to do so), and when I do that (Share to Files) I lose the nice "Color" filter and the PDF reverts to "Photo" with the crummy grey page background.
Is that how it be now, or can anyone help?

on iOS 17, look for the scanned document heading with the down arrow. Tap on that to share the document. You'll then see save to files.
