Your tag line says that you have an iPhone 14 Pro Max running iOS 16. You're running a recent version of Safari, which should be fairly up-to-date with respect to its ability to make https:// connections.

The message is warning you about that Web site. It lacks a security certificate, or has an invalid or expired one. Connect to that Web site, and you won't have the usual protection that https:// provides against eavesdropping. Someone could scrape off sensitive information, like, say, credit card numbers and passwords.

Only the operators of the Web site can fix the security problem. In the meantime, all that you can do is to decide whether you're willing to connect to their insecure site, or not.
