If files are shown in gray in an open dialog, they are incompatible document formats that Pages can not open. If a save panel, it is a write only to a named file and there would be no reason to allow other files to be selectable.
If you want to share iCloud Drive Pages documents, then you need to enable Pages to do so on the Mac. In Sonoma, visit System Settings and click on your user name with avatar. That opens an Apple ID panel and on it is iCloud. Click iCloud and a new panel opens where you will click iCloud Drive. That opens another panel on which you will click the section Apps syncing to iCloud Drive. Slide Pages to On. Then click Back, then Done and quit System Settings.
When the second paragraph is done, macOS reveals a Pages folder on iCloud Drive and this also contains the files you have been working with using your phone. Now, Pages for Mac can access these files. The one change with this setting on the Mac is that Pages will now launch to a File Chooser instead of the customary Template Chooser. To show the latter, you ignore the File chooser and from the File menu, choose open instead.
