Weather complications displayed intermittently on Iwatch

Just updated iwatch to Ios 10 and the weather temperature complication on the top left corner are now dashes and the wind complication on the mid left is not showing. It was fine with the old Ios. I did a complete reset of the watch twice and configurated it as a new watch and the same thing is happening. Also, if I put my finger on the dashes, all the weather features are displayed. I have tried the complications in different locations on the watch with the same results. The "location" feature for the weather app is selected to "never" as suggested in one of the article also with the same result. Apple watch is the 4th generation and Iphone is iphone 15pro. Everything else work just fine.
