Can't register my child's Apple ID

Some time ago I try to create Apple ID for my child. But at the end the was some communication error and now I can not use the same Apple ID for her. Also when I'm putting this name to Iphone it say's that it can be used.

Seems somewhere in the system the registration process stuck.

Apple ID which should be used is ***@icloud.com
