my Mac iOS is up to date but Safari is not. what do I do?
a website I use frequently says I need to have safari 16 to operate. I have safari 15.6. Catalina is up to date which should have updated the safari but it did not.

The highest possible version of Safari with Catalina 10.15.7 is Safari 15.6.1
To update Safari beyond that you would need to upgrade your macOS if you can.
