My MAC has Catalina 10.15.7 I'm getting a message that I need to upgrade Safari, but there does not seem to be a newer version available for my MAC. Is there a newer version of Safari available?

The highest possible version of Safari with Catalina 10.15.7 is Safari 15.6.1
To update Safari beyond that you would need to upgrade your macOS if you can.

So, how can I update Safari to the latest available for Catalina (running 10.15.7) if I cannot get Safari 13.1.3 to work? It was working fine, and then I had to replace my hard drive. Now, Safari will only open in Recovery mode. Cannot find stand-alone Safari upgrade anywhere--so frustrating!
