I can't change the region as I am asked to spend my Itunes credit first. The credit (0.63) is too small of an amount to be spent in any kind of transactions. Thus, I am looking forward to you support to solve this problem. Regards

Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
