This is Chase's problem to fix. They need to stop using the outdated and privacy-intrusive "user agent" query. Unfortunately, that leaves you out in the cold until they realize the error of their ways and correct it.
The workaround for end users who are unable to update their Macs to a newer macOS version is to use a different browser.
Consider Brave:
Firefox is a distant second choice:

The bottom line is that there is nothing wrong with your Mac's version of Safari, but that bank is using an outdated and ill-conceived method of determining browser requirements. If you are so motivated direct their attention to the WWW publication User-Agent Client Hints (courtesy VikingOSX).

Chase Bank requires at least Safari 16. If you are using Mac OS Monterey you should have a compatible version. What version of Safari are you using?
Safari updates are included with OS updates and there is not a stand alone installer that you can download newer versions if not compatible with the OS version you are using.
uwx82-12,as far as I know to get safari upgrade comes with iOS update. Get 17.0.3 will be the most recent upgrade. Try that. Go to settings to general tap to software update and get it.
1 - Use Firefox instead of Safari. IMHO it's even more secure than Safari. Plus there are some very good security/privacy plugins you can add to Firefox. (I use Privacy Badger & uBlock Origin; both are free. HTTPS-only is built into Firefox itself.)
2 - Safari 17 is only available if you have macOS Monterey (macOS 12) or later.
