You can save pictures you have in Files folders to the Photo app. When you have the picture you want to save in Photos, tap and hold, you will then see a pop-up box and one of the options to select "Save Image". It will save it to the Photos app.

Since PDF files can't be opened in the Photos app, a workaround may be to take a screenshot of the image: Take a screenshot on iPhone - Apple Support

thank you for your reply. i scanned pictures in the Files with "scan Documents" option and it saved them as PDF, since Files doesn't have "scan photo" option. when i click on the photo it doesn't give me "save Image" option.
I wonder how can i scan and save the photos with the iPhone.
