The first things I did were to make sure I was on 14.0, Numbers 13.2, quit and restart Numbers, and restart the computer.
The next thing I did was verify 'show comments' was on, then toggled back-and-forth from hide to show.
It still does not show a comment when hovering.
So this may all turn on what you mean by 'working as expected'. I expected the comments to show when I HOVERED The pointer anywhere over the cell. That has been what 'working as expected' has been for as long as I can remember.
What I discovered lately is that this just does not happen.
But, if I click directly on the little triangle, that is now apparently a disclosure triangle. Do that, and the comment bubble appears.
Here is what seems to have happened: Having comment bubbles appear every time your pointer traverses the boundary of a cell containing a comment is annoying as ****. We only have an intent when we want to see the comment—when we have that intent, and hovering does not imply an intent. Often all that implies is that is where your pointer might be for a split second as you move the pointer from place to place on the screen.
By 'quietly', I mean they told no one. This means that expected behavior is now missing. That's not a good thing, bc when things behave unexpectedly, we perceive a potential problem with the software. That's the functional equivalent of pulling your Glock, racking the slide, pointing it at your foot, and firing.
I consider it an improvement. What boggles my mind is why they did not alert us to what is actually an improvement to Numbers.
