I create a smart rule w several items, but the rule fails to be created.
I designate a smart rule with these instructions:
Genre contains Rock
Genre contains Acid
Genre is not Country
Genre is not Blues
But the smart rule results in "0" songs.
What do I not understand about creating rules?

So you have something like this?
So there are two possibilities:
all: to be found a song's genre would have to contain Rock AND contain Acid AND not be Country AND not be Blues.
any: to be found a song's genre would have to contain Rock OR contain Acid OR not be Country OR not be Blues (or any combination of these conditions)
Unless you created a custom genre Rock Acid (which I think does not exist by default) the selection of all would not return anything.
On the other hand, the selection of any would return everything because not Country includes Blues and others, while not Blues includes Country and others.
If you want a list that only contains the Rock and Acid songs, you should just make simpler:
any
Genre contains Rock
Genre contains Acid
