I cannot get my old iPad to let me sign out ("Sign Out" is grey).
I was attempting to follow the directions on the Apple site but cannot complete the first step.

You likely have set a ScreenTime Passcode. While this is active, you'll not be able to sign-out from your AppleID:
Settings > ScreenTime > Change ScreenTime Passcode > Turn Off ScreenTime Passcode
