Control panel not working anymore

After I updated my control panel will not show when you swipe up on Apple Watch. I can’t turn on and off my focus or other things easily from my watch anymore. The control panel when you swipe up disappeared. I’ve turned my phone And watch off and reset it. My phone is also having many issues after the 17 update. I have to wait about a minute for my voicemails to show. It’s making some spots go dark.
