My phone or windows won’t allow me to buy more storage. It keeps telling me call iTunes support. What do I do from here?

Click here and ask the iTunes Store staff for assistance. Note that iCloud storage upgrades won't add to an unit's internal capacity.

"Buy more storage"? For what? An iPhone's physical device storage can never be updated.

You may purchase additional iClous storage. Is that what you're trying to accomplish?
