sometimes screen saver requires password, other times accepts touch id - how to control?

Sometimes macOS insists on a password, rather than honoring Touch ID. How often seems more or less random, and in any case is unwelcome, as no-one else has physical access to my iMac. Is there a way I can control this behavior?

iMac 21.5″, macOS 10.15
