Can’t change the Region

I need to enter my credit card but I want to change my region, I can’t change it because it’s saying: you cannot change the storefront information for your account at this time. Please help me to fix this

Make sure that you have a payment method for your new country or region. See what payment methods you can use.

You need to have a debit / credit card issued by a bank in your new country.

You need to have a billing address in your new country.
