Multiple apps using cellular data although cell data disabled for that app

1) per title, multiple apps are using cellular data although cell data is disabled for that app.

2) wi-fi assist is off, as are iCloud Drive and iCloud backup.

3) in settings/cellular, the switch for the relevant app(s) stayed off, it did not magically turn itself on (another thread mentioned that possibility).

4) phone is 14 Pro, on 16.6.1 (20G81).

5) not sure, but believe problem is recent (days or weeks).

6) I’m on a ‘by the gig’ plan, so this matters, it’s not an intellectual question.

Maybe my initial post wasn’t clear:

1) under settings/cellular, the switch that controls cellular data usage at all, ‘cellular data’, at top of screen, is on, because I do want some apps to be able to use cellular data.

2) on that same screen, each app has an app specific switch to toggle whether or not that specific app can use cell data.

3) My problem is that some apps that have that app specific switch set to off are still somehow consuming cellular data.

I hope this helps. I don’t believe that this could be a service provider issue.

...and that is how I am comprehending your post.


So, two thoughts here.


A. Contact your Carrier. Why all the reluctancy...


or...

B. Set this Up Anew:

My only other thought would be to backup your iPhones nd then set it up anew, as if you were to sell it. You'd perform as instructed here, including the iCloud logout, and backup creation: What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support

Contact your Carrier:

It seems your SIM or eSIM card is not configured correctly. If Cellular is disabled in Settings, then I would not expect it to consume any data. So, contact your Carrier --they may need to reconfigure a few things.
