I can’t change a country in my payment in Apple ID
I want to change the region in apple id, but I can't due to the fact that I can't change the country in payment

Make sure, there is less the $99ct on the account, so Apple may order a cash out -
if your app store credit balance is higher and you don't wish to forfeit, please contct AppleCare.
