Unable to make mac sleep while Remote Management is active

I have MacOS Ventura installed on a 2018 Mac Mini. I recently reinstalled the Ventura so I could clean it up but since then, I can't put the system to sleep once I've connected to it using Remote Management. Even after I end the session and screensharing ends, the system refuses to sleep even when pressing the power button to make it sleep.


After using the pmset -g command, I get the following:

I was able to put the computer to sleep just fine before I reinstalled Ventura using ARD and all settings that I'm aware of that would allow the computer to be put to sleep are set appropriately. This Mac mini is also headless, but even with a monitor, it still won't sleep. At least, not unless I disable Remote Management and Screen Sharing.


Am I missing something here? I've reinstalled Ventura twice and this problem hasn't gone away.
