Apple Wallet/Signing Out Of iCloud

I signed out of iCloud last night not realizing it was going to remove my debit card from Apple Wallet and once I signed back in and tried to re-add my debit card I keep getting this error message and I went through plenty of forums and videos, did everything I could even called my bank and Apple Care and nothing! Any suggestions would be greatly appreciated.
