I cloud music will not download
Using Windows 10 on A Dell Laptop. When opening I Tunes, my I cloud music will not turn on. And, none of my full library on my laptop will sync to my phone or I Pod.

If you do not have an Apple Music or iTunes Match subscription, you would not be able to use iCloud Music Library in iTunes on your PC. This article has more information: Use iCloud Music Library on PC
If you are having issues syncing your saved music to your iPod, ensure you are following the steps outlined here: Use iTunes to sync your iPhone, iPad, or iPod with your computer

If you have followed the steps in Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support, and the albums won't sync, delete the songs, restart your PC and iPhone, and try again.
For iTunes Purchases, you can use the steps in Redownload music – Apple Support, to download the music to your iPhone.
As for your question about the Apple Music subscription, no the music will disappear from your iPhone when the subscription is cancelled.

When you enable Sync Library , do you receive an error?
If you already use Sync Library, enabling on new devices should match your library on each device.

We do mean to remove the content from your iPod. If you've purchased music from the iTunes Store, that is tied to your Apple ID, not your device, and therefore will be able to be downloaded again.

I do use I Cloud.
I always receive the message that my "I Cloud music is not available."
I am not subscribed to Apple Music.
My main library is on my Dell Laptop.
I have the same problem when trying to sync my I Pod with My Dell.

But what about this- I have music on my PC (Dell Laptop) that I have purchased or downloaded by CD and it will not move over to my I Phone 12 phone or I Pod completely. For example, I have every Steely Dan album on my PC but it will not sync over to my phone or I Pod.
If I get the Apple subscription service and then see it on my phone, will the content stay on my phone if I cancel the service later?

When you say "delete the songs"- from which device? My Dell PC has my full library.
Can I assume delete the songs applies to my phone and I Pod?
I recently purchased over $100 worth of music I wanted on my I Pod because of this issue. If I delete the new material form my I Pod, it will be lost forever, right?

I purchased an album on my I Pod- it did sync onto my Dell PC when I pugged in. But when plugging in my I Phone, nothing happen to the phone. Nothing moves over.
Also- what do these differnt cloud icons mean? One is dotted lines, and one had a down arrow.
