When I click USE FAMILY STORAGE when trying to connect to my wife's 2TB account, it says "this action cannot be completed at this time".
IOS is updated on both phones. one is a 14 pro max and the other is a 15 pro max.
i have joined her family and it shows that we are linked but it is not allowing us to share the storage.
Have tried signing in and out and restarting the phones as well.

For that kind of message I suggest you contact Apple. You can try again after a day or so but if it persists then the right "time" might be never until you find out what the actual issue is.
