Windows hello is blocked on my work laptop by my admin. I cannot add facial recognition, fingerprint nor pin. I do wish to use iCloud passwords, as all my personal devices are apple devices.
Is there a way I can I access iCloud password with the windows user's password, without setting up windows hello instead?

If you mean can you log into iCloud, you can. Just use your username and password. You'll be prompted with a 2FA code on a trusted device.
