how do I delete my iCloud account with out loosing my Apple ID

All Apple services including iTunes, the App Stores, this forum, Apple Music, Apple TV+, and iCloud use your Apple ID. There isn't a separate account for iCloud although it is possible to have two Apple IDs and use one of those for iCloud (but you would also then have 2 iClouds).
