With regard to downloading apps, this will be possible when setting up the Apple Watch from your dad's iPhone. Keep in mind, however, that if there are any restrictions set up there might be limits to what apps you can download. You'll want to talk with your dad to confirm what you are allowed to download first.

To answer your second question, you'll have access to the same features on your Apple Watch including the ability to download third party apps.

The section titled "Set up Screen Time" will be where restrictions/limits are set. This will be something your dad can do on his iPhone.
