How do I Fix device score of 01 so I can add my card to digital wallet?

I am unable to add my card to digital wallet. I called bank they did 3 investigations and all came back that Apple has my device score of 01 and due to my device score being low and possible fraud I can not add the card until Apple fixes it. But I can not get someone who knows how to fix this issue. Been waiting for over 2 months

please help

Apple and your bank (at a certain management level) will know the exact cause. However support personnel and supervisors will not know nor are they trained or have access to the exact cause(s).

Here is a list of likely issues that may generate a Device 01 score.

Issue with Apple ID or past ID
Too many Apple IDs
Apple ID is too new
Credit card and Apple ID too new
Apple ID has been inactive for period of time unspecified
No recent card activity
Fraud reported on credit card
Credit card not activated (new accounts only)
Card tried to be added too many times

10 Issue with iTunes and/or App Store

This is not an issue that anyone at Apple Support can flip a switch and fix. Time is your best friend.
