No. Fall Detection all by chance.

1. Go here: Use Fall Detection with Apple Watch - Apple Support
2. Scroll to: Turn Fall Detection on or off
3. As it Reads: "Apple Watch cannot detect all falls. Your watch might detect high-impact activity as a fall and trigger Fall Detection."

Unfortunately, I'm not aware of any way to test Fall Detection without falling with the phone on your person. This doesn't seem like a good thing to try.
