Because it may not apply to Apple silicone. Or the question may be of such lost interest it's just not a topic of discussion.

You need to focus on the solution and not the solution's source. If you demand a certain source, you may come up short by elimination of sources that do have readily available information.

I doubt you will get any answer here since people who may know that information will be very limited.

And to re-emphasize something you already said, Apple could have shipped SVE in M1 if they wanted to. It's an optional feature in Arm v8, and continues to be an optional feature in Arm v9.
