cannot get out of voice over on iphone

I put my phone on voiceoverand now I cannot get out of it. I thought I could turn my phone off then on and it will be gone. Now I cannot unlock my phone because voiceover will not input the code

Press the side button three times to turn off the voiceover or ask Siri to turn it off.
