I am unable to determine the means of writing over existing text.
From memory, toggling the extended keyboard "INS" button enabled or disabled the aforementioned function.
I am using a late model Air and Sonoma 14.
A carriage return results when combining "fn" with "return" as some advise.
I think this might be a MacOS enquiry; a system-wide toggle function.

Overtype is only available in certain apps that have this feature. Word and LibreOffice are the only ones I know of.
In what program are you doing this? And, if you don't mind my asking... why?
What is the problem with just selecting the text and starting to type? That has been the standard way to overwrite in the Mac since 1984.
Pressing Insert key is a Windows thing, and one that I have seen many users running into accidentally (and panicking over...).
