Why can’t I use my ringtones for my text tones?

Long time ago, in a distant land, I purchased a ringtone and was able to use it as a text tone. Now all of a sudden two days ago it disappeared, and it only lets me use it for ringtones, not text tones. On my other iPhone, using a different Apple ID it works just fine and gives me the options to use text tones for ringtones and vice versa. Apple what is going on and why is it not working all of a sudden?
