I subscribed an instagram user on 2023.09.29. The user canceled my subscription on 2023.09.30 and told me that I would get the money back in this month. I would like to ask where the procedure is and when I can get the fee. Thank you!

Not sure what user are you referring to? Only you can change your own subscriptions, for subscriptions with payment through Apple. For other types of subscriptions, Apple wouldn’t be involved.

Request a refund for apps or content that you bought from Apple - Apple Support. Cancelation and refunds are separate steps, when it comes to in-app purchases on Apple devices, as handled by the Apple iTunes Store payment system for your Apple ID account. Only Apple staff can approve any refunds. When approved, it can take up to 30 days for some banks and cards. Check the status of a refund for apps or content that you bought from Apple - Apple Support. Not sure if any of this applies to your situation.

I did not change my subscription. The user said she had not already provided the program and felt sorry about that. Then she said she canceled my subscription and the money would be returned to me this month. In this case, should I keep waiting?
It not clear to me what you subscribed to, and how you made a payment for that service.
