Can I buy new Iphone 15 from apple store in New York? I will be traveling there and want to buy it without preordering.

Yes.

Pre-orders in the US have ended. You can buy a device online or in-store now if its in stock.

You can buy one online and set up an In-Store pickup if available for a store in New York near where you will be, or you can brave it and try to walk into a store and see if there's a unit you want in stock. https://apple.com/shop

Do note, US iPhone modes do not have a Sim card slot, and you will need a carrier in your own Country that supports eSim for cellular / mobile service setup.

Also note, Warranty will only be valid in the US, and you will need to take the iPhone back to the US if any service or repair is to be performed on it. Apple does not take international shipments for service.
