Weather App and Location Services Draining Battery rapidly

Has anybody noticed that turning off location services to Apple's new and improved Weather App in watchOS 10 and iOS 17 helps battery life a little. Deleting all but one default city helps more. Finally removing weather app from iPhone and Apple Watch helps the most. Still not as good as watchOS 9.6.3 battery performance but a little better. Is there a big bug in location services?

Weather App Location Services The location services for the weather app changes from "always" When I open the weather app it asks me reselect location use and always is not available. this affects the ability of my apple watch to show local temperature

I haven't turned these off and my battery life is fine.
