Pairing Apple Watch with Phone for Family Member

When attempting to set up my daughter's SE Apple Watch gen 2, I get a notification: setting up for a family member requires a GPS cellular Apple Watch 4 or later that is running watch os7.0 or later. I have an iphone 13 running ios 17, and the SE gen 2 is a cellular/gps apple watch, so I have all requirements. Please help! What's my next step?

Please note: I know I need (and have)...

An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later.
An iPhone 6s or later with iOS 14 or later for the initial watch setup.
An Apple ID for yourself and one for the family member who will use the Apple Watch. Your Apple ID needs to have two-factor authentication turned on.
A Family Sharing group that includes the person who'll use the Apple Watch. You need to have the role of organizer or parent/guardian to set up an Apple Watch for a family member.

Have you verified the Apple Watch was up to date:

"Update directly on your Apple Watch

If your Apple Watch has watchOS 6 or later, you can install updates without your iPhone:

Make sure that your watch is connected to Wi-Fi.
On your watch, open the Settings app.
Tap General > Software Update.
Tap Install if a software update is available, then follow the onscreen instructions.

Leave your Apple Watch on its charger while the update completes, and don't restart your Apple Watch. When the update completes, your Apple Watch restarts on its own."
