Have you followed the steps found in If you need to change or update your Apple ID payment method - Apple Support? We do see at the end of first section, the following suggestion:
But if there's an issue, add a new card first, then remove the old card.
If you have tried adding the new before removing the old one, and you still are unable to update the payment method, you will want to reach out to Apple Support. They can be contacted by going to Get Support.
