Request a refund for apps or content that you bought from Apple - Apple Support
Where are you seeing this charge? On your device? If only in banking or credit card…contact them to make sure your information is not breached and being used by a fraudulent user. Post back if needed and you may also go to lower left and click on Support to work with Apple on this issue.
