Links in Google Chrome unresponsive only when window is in certain portion of display?

MacOS 1: Sonoma 14.0

Mac OS 2: Ventura 13.5.2

I have multiple screens attached to my mac. On the mac itself as the main screen, top half only, some links in the bookmarks bar as well as within web based programs no longer respond. If I move the webpage to the lower half of the screen or to my second screen, the same links work with no errors?

Originally apple thought the mac had an issue, so they suggested having it taken in. Before doing that, I replaced the mac on my desk but the issue continued. They suggested the mouse, no resolution.

Apple teams final suggestion was to stop using Chrome.

Anyone else having this issue or can anyone offer a solution?
